You may also change the attack names to ones that suit your character: Dodonpa can become Death Beam.
Note that SSJ transformations and the like will NOT be covered here.
To learn a Level 1 Attack, or any ability, sacrifice 20% of any PL gain to gain the initial version, and 5% thereafter to level it up (or in the case of the Kaioken, 10% of PL gains).
To learn a Level 2 Attack, sacrifice 25% of any PL gain to gain the initial version, and 10% thereafter to level it up.
To learn a Level 3 Attack, sacrifice 35% of any PL gain to gain the initial version, and 20% thereafter to level it up.
To learn an Ultimate Attack, you may either get it from King Kai at the cost of one life or sacrifice ALL PL GAIN FROM THREE CONSECUTIVE BATTLES OR ONE REALLY LONG TRAINING PERIOD to earn it. These are automatically at max level when “purchased”.

Abilities
Kaioken - You may take this technique by sacrificing 10% of any PL gain, from battle or training, to level this up by one. You multiply your stats by a number from 2 to 20, then divide the multiplied stats by twice that after the turn ends.

Sustained Kaioken - You must first have that level of Kaioken unlocked before you can take this. Basically, the stat penalties are only applied if you go higher than the sustained level. (Kaioken x2 is automatically unlocked at this level). Sacrfice 20% of PL gain to level this up by one. Must first learn Kaioken.

Multi-Form - Up to one clone can be produced by the initial version of this technique. Max clone production: five. Divide your stats by the total number of the user to find the stats for each of the clones. Costs 1 blast stock per clone, and 1 blast stock per round thereafter to maintain. When clones die, the stats are redistributed among the remaining clones. (If a user makes three clones, dividing his stats by 4, and one dies, the stats are then divided by three from their base value and health is changed to represent this)

Multi-Arms attack - At first, only two additional arms are produced per one blast stock. max pairs gained: 3. For each pair of arms the user attains, the user’s ATK and SPD go up by 10% of their initial values. Costs one blast stock to create, 1 stock every round thereafter to maintain. The user may cancel this move at any time, and will lose all benefits (obviously).

Speed Up - The user’s speed is multiplied by three for three turns, but their attack is divided by three for the same turns. Taking this technique multiple times will increase leftover attack to a maximum of 100% of its original value. Takes 3 Blast Stocks to use; can not stack

Attack Up - The user’s attack is multiplied by two for two turns, but their speed is divided by three due to the extra muscle. Taking this technique multiple times will increase leftover speed to a maximum of 80% of its original value. Takes 3 Blast Stocks to use; can not stack

Defense Up - The user’s defense is multiplied by 4 for three turns, but their speed and attack are cut in half. Taking this technique will increase the leftover stats to a maximum of 90% of their original values. Takes five blast stocks to use. Can not stack.

Regeneration/Self-Healing - If your character is a Namek or other race that comes with this ability, you can’t take this. This move can only be taken once. You can sacrifice up to five Blast stocks to heal yourself by 5% of your total Health per blast stock. However, for each Blast stock used, you LOSE 5% of your ATK and SPD. This ATK and SPD reduction can be circumvented by doing this outside of battle. The regeneration uses up your turn.

Level 1 Attacks
Kamehameha - The famous wave used throughout Dragonball Z. It is charged in hands cupped at the user’s side, then unleashed towards the opponent in a blue energy wave. +2% ATK/+4% SPD per blast stock used -- upgrades, see GM

Special Beam Cannon - Piccolo’s technique, used to kill Goku and Raditz at the end of that battle. This attack flips a coin. If Heads, it does normal damage. If Tails, the attack deals instantly fatal damage, as long as 5 or more Blast Stocks are used. (+5% ATK/+10% SPD per Blast Stock used; cannot be upgraded)

Masenko-Ha - Gohan’s signature move in DBZ, charged with hands above the user’s forehead, one on top of the other, and a golden (or white) beam shoots forth. (+2% ATK/+4% SPD per blast stock used, upgrades, see GM)

Dodon-Pa - Tien’s signature move from Dragon Ball Z, learned from the Crane Hermit. It is charged with one or two outstretched fingers, and a golden beam is shot from them. (+2% ATK/+4% SPD per blast stock used, upgrades, see GM)

Energy Sword - Formed on the hand of the user, it is a blade of Ki. At the cost of one stock, increase the user’s ATK by +5%. This technique’s upgrades are +10% ATK , and then max is +15% ATK when equipped. This costs 1 blast stock per turn to maintain.

Eye Beams - Two beams shot from the eyes. +1% ATK/+2% SPD per blast stock used, upgrades, see GM.

Destructo-Disc - A disc of pure energy. Like the Special Beam Cannon, this has a chance of killing the opponent. If Heads, it does normal damage, but if Tails, the attack deals instant death to one target. (+5% ATK/+10% SPD per Blast Stock used, can not be upgraded)

Renzoku Energy Dan - A sustained barrage of Ki blasts. (+1% ATK/+2% SPD per blast stock used, upgrades, see GM)

Mouth Blast - A blast shot from the mouth. (+2% ATK/+4% SPD per blast stock used, upgrades, SEE GM)

Level 2 Attacks
Super Kamehameha-A more powerful Kamehameha, sometimes called the “Kamehameha times 5”. (+4% ATK/+8% SPD per blast stock used, upgrades, See GM)

Super Dodon-Pa-A more powerful Dodon-pa. (+4% ATK/+8% SPD per blast stock used)

Homing Destructo Disc-A variation of the Destructo Disc Frieza used against Goku during their battle on the dying planet Namek. This attack can continue after slicing through opponents if the second coin flip is Tails. Also, there are no damage upgrades to this version of the Destructo Disc.

Galick Gun - Vegeta’s attack that he used to try and destroy the Earth in the Saiyan Saga. (+4% ATK/+8% SPD per blast stock used)

Dodon Storm - Used by Michael in this adaptation of the EEnE Z universe. It is a sustained barrage of normal Dodonpa-rays. (+3% ATK/+6% SPD per Blast stock used, upgrades, See GM)

Magaru Kamehameha - Used by Double-D in the original EEnE Z series against Kevin’s Android. It is a Kamehameha that is slightly more powerful than the original, and curves around and hits the opponent in the back. (+3% ATK/+6% SPD per blast stock used, upgrades, see GM)

Sphere of the Sphinx - Ed’s move used in both series, charged in a similar manner to the Big Bang Attack. It is a lot weaker than the real Big Bang Attack, however. (+5% ATK/+10% SPD per blast stock used, upgrades, see GM)

Storm of the Sphinx - A barrage of Sphere of the Sphinx. (+5.5% ATK/+11% SPD per blast stock used, upgrades, see GM.)

Grand Wave - It is a Ki blast that races along the ground towards the target. It cuts open the ground as it goes. Frieza uses this on Goku during their battle. (+4% ATK/+8% SPD per blast stock used, upgrades, see GM)

Level 3 Attacks
Super Galick Gun - A suped-up version of the Galick Gun. (+5% ATK/+10% SPD per blast stock used, upgrades, see GM)

Ultra Kamehameha - An even more powerful Kamehameha, called the 10x Kamehameha. (+6% ATK/+12% SPD per blast stock used, upgrades, see GM)

Big Bang Attack - A powerful attack that Super Saiyan Vegeta uses to decimate Android #19 in the Android Saga. (+10% ATK/+20% SPD per blast stock used, upgrades, see GM)

Final Flash - Vegeta uses this move on Cell to try to destroy him. It fails however. (+15% ATK/+30% SPD per blast stock used, can be upgraded once to +20% ATK/+40% SPD per blast stock used)

More to come

Legendary Attacks
Spirit Bomb (Can only be learned of Good alignment): The user gathers energy at the cost of their turn. For each turn they stand still, their Spirit Bomb gains attacking power equal to the user’s attack times the number of turns they spend forming it, and speed equal to twice the amount of turns the user spends forming it times speed. (A user with 500,000 ATK and SPD would have a Spirit Bomb of 5,000,000 ATK and 10,000,000 SPD if they charged it for 10 turns) The person forming the Spirit Bomb can not be attacked however. The user may throw this attack at any given time.

Revenge Death Ball (Neutral or Evil alignment only) - The user gathers hate energy from every living being. It is the same as the Spirit Bomb.

Negative Energy Power ball (Evil alignment only) - The user gathers negative energy. See Spirit Bomb.

Planet Buster - This attack comes in a variety of flavors--Death Ball, Supernova, Omega Blaster, and so on. To use this attack, the user must meet: (opponent is overpowering you, opponents deemed too weak to stop you). Then the user must spend ten turns forming it. During this time your speed is doubled, but your defense is halved. Once the three turns are spent, the attack may be thrown at the opponents or towards the planet. If the planet is hit, the blast goes to the core, and disrupts it. To find the amount of rounds (minutes) before the attack explodes the planet, take the number 30 and subtract from it the amount of Blast stocks your character has left. You may then fight as normally. When the planet explodes, all life on it will die (unless your character has a natural ability to breathe in space, this will be a problem for you.)
